基于信息技术的财政支农项目监管方法

Supervision of goverment finance-supported agricultural projects using information technology in Jiangsu province

近年来,财政支农项目投入逐年加大,急需利用新技术、新方法对财政支农项目进行评估、监管。本研究以江苏省财政支农项目为例,通过利用遥感技术以及构建管理信息系统,实现财政支农项目中有形的实体建设项目和无形的科研培训类项目的评估与监管,不仅可提高财政支农资金使用效率,也可为相关管理部门合理配置资源提供科学、客观的决策依据。

The ammount of money put into financial supported agricultural programs in Jiangsu province have been increased in recent years. It is necessary to efficiently evaluate and supervise the programs. Remote sensing technology and management information system were employed in this study to supervise the visible construction programs（ e. g.,agricultural facilities） and the invisible programs（ e. g.,education or training programs）. The approach based on information technology realized the efficient use of financial support fund and offered scientific and objective references for decision making.
