On Community Construction and Community Policing in China

在中国,社区警务是依托社区建设的发展契机建立的与新型社区管理体制相适应的警务管理新机制。社区警务与社区建设相互依托,而中国社区建设中存在的社会性与制度性瓶颈却阻碍中国社区警务的发展。未来中国社区建设与社区警务的发展需要淡化社区的行政色彩、强化社区精神与社区意识,回归社区的本质内涵。

Community policing is set up basing on the development of the community construction and the new policing management in China. Such a new community policing system is suitable to the community management. However, in the construction of social community, the bottlenecks from society and system impeded the community policing development. Hence in the future, we must pay much attention to weaken administrative management, intensify the community spirit and consciousness, recover the essence of community for the development of the community construction and the community policing.
