以创新制度建立高层次人才招引机制——以泰州-中国医药城人才工作创新实践为例

摘要 集聚高层次人才,首先要建立人才畅通流入的招引机制。从集聚人才的长效目标来看,科学规范的招引制度是人才集聚基本保证。根据中国医药城的发展经验,集聚高层次人才,首先要建立高层次人才高端"猎聘"制度、高层次人才特殊流入制度和高层次人才载体接纳制度。中国医药城之所以产生高端人才的集聚效应,就是因为其在推进人才国际化战略的基础上,推进制度创新,建立了较为科学的高层次人才招引机制,破除了人才政策壁垒,打通了高层次人才集聚的"绿色通道"。 To gather high-level personnel, the first step is to set up a fluent flow of attracting mechanism. From the perspectiveof the long-term goal of gathering talents, scientific and standardized system of attracting talent agglomeration is the basic guarantee.According to the development experience of Chinese medicine city, to gather high-level talent, the first and foremost thing is to establishan advanced appointment system for high-level talent, special high-level personnel flowing system and carrier acceptance system.The reason why China medical city has the agglomeration effect of high-level talent is that they promote system innovation and set upa more scientific attracting mechanism for high-level talent on the basis of talent internationalization strategy, thus erasing the talentpolicy barriers and breaking through the "green channel" of high level talents converging.
