“公咨委模式”在城市管理中的探索——以广州城市废弃物处理公咨委为例

The Exploration of the "Pattern of Public Consultation and Supervision Committee" in City Administration——Practical Experience from Guangzhou Committee of Public Consultation and Supervision in Urban Waste Management

为了引导公众参与城市管理,广州市创新建立了公众咨询监督机构。针对城市环境管理中的生活垃圾问题,广州市组建了城市废弃物处理公众咨询监督委员会。两年多的实践表明,该模式有助于体现政府决策过程中问计于民的服务姿态,也增强了公众参与公共事务的责任感。这不仅是城市创新管理机制走向善治的重要标志,同时也为开展环境教育和可持续发展教育做出了有益的尝试。

In order to guide the public participation in city administration, Guangzhou municipal government established the institution for public consultation and supervision. For solving the problems of garbage in urban environment management, the government set up the Committee of Public Consultation and Supervision in Urban Waste Management. More than two years practical experience shows that the pattern of public consultation and supervision reflects the well service attitude of government which considered public opinions in policy making, and enhances the public＇s sense of ownership. This innovational mechanism of city administration is an important symbol towards good governance, meanwhile making a useful attempt for environmental education and education for sustainable development.
