我国农业生态补偿制度探析

农业生态补偿制度是典型的生态补偿制度,它的建立对于维护社会的公平正义、改善农业生态环境和促进农业可持续发展等发挥着十分重要的作用。我国现行的农业生态制度明显存在不足,严重制约了其功能的有效发挥。完善农业生态补偿制度,关键是要加强农业生态补偿立法;明确补偿主体;确立多元化的补偿方式;确定科学的补偿标准;拓宽补偿资金来源,从而为农业生态补偿实践提供有力的保障。

The system of agricultural ecological compensation is the most topical system of ecological compensation,and it is very important to maintain social fairness and justice,to improve agricultural ecological environment and promote sustainable development of agriculture.There are some deficiencies in China＇s system of agricultural ecological compensation,which severely restricts the efficiency of its function.In order to perfect the system of agricultural ecological compensation,we should strengthen agricultural ecological compensation legislation,definite compensation subject,establish diversified compensation modes,determine reasonable compensation standard,and broaden the sources of compensation funds.
