基于面板数据的江苏省社区卫生服务效率研究

Efficiency of Jiangsu Community Health Service Based on Panel Data

目的了解江苏省社区卫生服务的效率及其特点,为提高社区卫生服务效率提供理论依据。方法根据江苏省经济发展水平和社区卫生服务工作开展情况进行选择性抽样,选择5个具有代表性的地区,每个地区选取3个社区卫生服务中心,共15个社区卫生服务中心为调查对象。利用统一设计的调查表,对2009—2011年各样本社区卫生服务中心的投入和产出情况进行登记和收集,收集的资料包括卫生技术人员数、机构总收入和"六位一体"功能的工作量。基于江苏省15个样本社区卫生服务中心2009—2011年卫生技术人员数、机构总收入和标准化服务量的面板数据,利用最小二乘法估计江苏省社区卫生服务生产函数模型并进行分析。结果建立了江苏省社区卫生服务生产函数方程。根据方程可知,江苏省社区卫生服务中心的资本产出弹性系数为0.226,规模收益为0.412。结论江苏省社区卫生服务效率有待加强,应注重管理、运营模式和政策方面的改善;人力资源投入对产出的影响有待于进一步研究。

Objective To analyze the efficiency and characteristic of Community Health Service （CHS） in Jiangsu Province and provide policy suggestions. Methods According to the economic development of Jiangsu province and community health center development and by selective sample collection, 15 community health centers were obtained from 5 representative areas, from each of which 3 centers were selected. By a unified questionnaire, the input and output of each sample of centers from 2009 to 2011 were registered and collected including the population of health professionals, the total revenue and the workload of “ Six in One” . Based on the panel data of the number of medical personnel, the total revenue and the standardized service volume of 15 sample CHS centers in Jiangsu province from 2009 to 2011, the least square method was used to estimate and analyze the production function model of CHS in Jiangsu province. Results The production function of CHS centers in Jiangsu province was worked out. According to the function, the capital output elasticity coefficient of Jiangsu CHS was 0. 226, and return to scale was 0. 412. Conclusion It is necessary to strengthen the efficiency of Jiangsu CHS, especially in management, operation pattern and policy. The influence of labor input on output needs further research.
