我国化工园区特种设备风险隐患管理优化研究 被引量:2

摘要 以南京化工园区为例,通过对我国化工园区特种设备风险隐患管理的研究探讨,提出了我国化工园区特种设备风险隐患管理存在的各类问题。针对风险定量简单、缺乏参考价值的问题,引入了定性和定量两类风险隐患分析方法,使特种设备风险隐患的定量分析更具科学合理性;针对特种设备风险评价系统操作复杂、实用性差的问题,结合南京化工园区特种设备管理情况和设备的固有危险性原理合理定义了设备风险影响因子,并采用层次分析法和定量加权平均法完善了特种设备风险等级的科学划分;针对化工园区特种设备安全管理与设备风险管理脱节的问题,引入法律中特种设备分类监管理念,设计了具备5级水平的分类监管模型,科学优化了特种设备风险隐患的管理模式。提出的化工园区特种设备风险隐患管理优化方法有助于工程实际应用,使得风险定量更加精确可行,突出了特种设备的监督管理重点,有利于政府、企业的风险监管工作。 Regarding Nanjing chemical industrial park as the case,this paper discusses the optimal risk management for special equipment in chemical industrial park and puts forward problems existed. Aimed at the simple quantification and lack of references value for management risk,two kinds of calculation methods,quantitative and qualitative,are proposed to make special equipment potential risks analyses more rational. In view of the operative complexity for the risk assessment system,the risk factors are defined scientifically in accordance with the special equipment management status of Nanjing chemical industrial park and the inherent risks of equipment and the AHP method and the quantitative weighted average method are introduced to improve the division for risk grades. Based on the disconnection between safety management and risk management,the classified regulation from law is introduced to improve the regulatory,the five levels of supervision models are designed and the management mode for special equipment potential risks is optimized. The optimization helps to the engineering application,make risks quantification more accurate and feasible,highlights the important parts of the supervision and management of special equipment and favorable for the risks supervision of the government and enterprises.
