区域教育改革新范式:下城模式

The New Paradigm of Regional Education Reform: Xiacheng Model

教育改革是我国当前教育发展的时代主题,区域教育改革已经成为我国教育改革的重要形式。中国教育科学研究院在探索区域教育改革创新过程中,与杭州市下城区政府合作共建教育综合改革实验区,摸索出一种区域教育改革的新范式:下城模式。下城模式是在模式的建构背景、价值追求、理论基础、领导体制、运行机制及实施载体等六个部分的共同作用下形成的,它们之间相互联系、相互影响,共同构建了区域教育改革新范式的内涵。

Education reform is the theme of current education development and the regional education reform has become an important form of education reform in our country. National Institute of Education Sciences and Xiacheng government in Hangzhou City cooperated to establish the experimental zone of comprehensive reform of education in the process of exploring the innovation of regional education reform. And they sought out a new paradigm of regional education reform：Xiacheng model. It has been formed under the interaction of six parts including the construction background, the pursuit of value, the theoretical basis, the leadership system, the operation mechanism and the implementation carrier, which work together to build the connotation of the new paradigm of regional education reform through the mutual connection and influence.
