第二次世界大战后,法、德和平解决了长期困扰两国关系的萨尔问题,开创了以经济合作为前提解决领土纠纷的先例,走出了两国历史中冲突与战争恶性循环的怪圈。其后,欧共体成员国在处理边界问题时,都极其重视双边的经济合作问题,在经济一体化框架内和平解决边界问题,探索并形成了经济合作与边界问题和平协商解决相辅相成、良性互动的欧盟模式,并最终构建了欧盟统一边境制度。

The resolution of Saar problem opened the prelude of reconciliation between Germany and France,which set a precedent in resolving territorial disputes among the states in the framework of economic integration by the way of economic cooperation.The member states of European community resolved disputes of boundary among them,in the process of which they paid much attention to economic cooperation.The unique border management style of European Union was formed in the process of European integration which promoted the establishment of integrated border management system.
