"黑名单"制度在药品集中采购领域已全面实施,目前尚无统一的规则。本文在概念及其性质的界定、相关程序、救济机制、统一的信息平台等方面提出了相应建议,并指出未来发展的趋势应是全面建立社会信用制度。

The Blacklist system has been fully implemented in the centralized medical procurement,although with no unified rules.This article puts forward the corresponding proposals in terms of the nature of the concept and the definition,the relevant procedures,the relief system and the unified information platform etc.,points out that the trend of development in the future should be the comprehensive establishment of a social credit system.
