摘要
在中国经济发展步入新常态的背景下,棉花产业在优势区域布局、消费引导以及充分利用国内外市场和资源等方面面临新的变化。在此背景下,国家及时开展价格形成机制改革,棉花目标价格补贴试点初见成效,棉花市场价格正在从"政策市"向"预期市"转变,补贴工作也取得初步进展,但同时也存在补贴操作工作不具体、资金保障不到位、辅助措施不完善等问题。今后目标价格改革应在明确政策目标、发挥市场引导作用,完善信息监测体系、增强政府把控能力,积累试点工作经验、促进目标价格运行可持续以及创新宏观调控方式等方面继续做好工作。
Under the background of the economy entering new normal in China, the cotton industry had to face new changes in advantage regional distribution, consumption guidance, and the use of domestic and overseas markets and resources. On the basis of the backdrop, the price formation mechanism reform had begun, the trials of cotton price target subsidies have achieved initial success, the market price of cotton was changing from "policy-driven" to "expected markets". But there were also some problems, such as operation link was not specific, the supply of subsidy was not in place, the auxiliary measures were not perfect, etc.. The future goal of price reform should do the following work well, play a leading role in the clear policy objectives and market guidance, improve information monitoring system, enhance the government's ability to control,accumulate the experience of the pilot work, promote sustainability of target price operation, innovate macro-control mode, etc..
