摘要
我国乡镇卫生院人员编制管理在上级指导标准、当地执行标准、编制利用水平、人员入编资格和入编办法等方面存在着若干制约农村卫生事业发展的问题,并由此产生诸如人员超编和编制空余并存、编制不足与编制挪用共生等不正常现象。建议政府适度提高乡镇卫生院人员编制配置标准并合理调整编制配置结构,制定符合农村实际的基层卫生机构人员的入编标准和入编办法,按照唯才是举原则破格招聘具有岗位胜任能力的编外自聘人员。
As for the medical staffing quota management in township health centers of China,there are some chal- lenges existing in terms of standard guide, operative norm, compilation and using rate, staff qualifications and staffing method,which consequently lead to some abnormal phenomenon such as the coexistence of overstaffing and spare quo- ta,as well as the understaffing and quota misappropriation. It is recommended that governments properly raise the standard for medical staff of township health centers, rationally adjust the distribution structure and reestablish the qualification for using quota adaptable to the reality in rural areas.
