In the Information Warfare, the war is increasingly representing the confrontment of the operation capability among the complex system. On the basis of studying the complex system and, analyzing the traditional mechanism thought, the article discussed the operation capability generation model from the complex system perspective in four aspects： the generation objective, the generation mechanism, the generation fashion, the generation course.
