美国全国优秀教师资格认定制度概述——美国教师队伍质量保证机制研究之一 被引量:8

摘要 美国教师质量保证机制是通过培养标准、入门标准和优秀标准三个连续的质量控制来不断促进教师的成长与发展的。美国全国专业教学标准委员会所颁布的优秀教师认定标准是基于以下5个核心命题。要求教师致力于学生及其学习,教师熟悉所教学科内容以及如何将它们传授给学生,教师负有管理和监控学生学习的责任;教师对自己的实践进行系统思考并从经验中进行学习,教师是学习共同体的成员,其认定方法包括真实反映教师学校教学情况的档案评价和现场评价,对达到优秀标准的教师颁发“全国委员会资格教师”证书。优秀教师认定制度的建立表明美国最为完善的教师队伍质量保证机制和科学,规范的教师评价体系的表成。它有利于教师的持续性专业成长和发展,有助于改进教师队伍的管理,建立教师队伍考核的奖惩机制,也有助于提高教师职业的专业化程度和教师职业的社会地位。
