利益视角下城市治理中的公民参与研究

Citizen participation in the city governance under the perspective of interests

城市治理过程的实质在于解决公共问题,必然涉及利益问题的讨论、利益关系的调整,以及利益矛盾的解决。鉴于我国目前正处于城市管理向城市治理过渡的时期,本文以利益为突破口,在阐述"城市治理"和"公民参与"概念的基础上,分析了城市治理过程中公民参与的具体路径和功能,认为应建立规范的公民参与教育和培训制度,提高公民参与城市治理的意识,促进公民利益觉醒;创新公民参与形式,拓宽公民参与渠道,完善多元利益表达机制;丰富社会公众组织,形成公民参与合力,优化利益综合、竞取和博弈机制;建立健全公民参与城市治理的制度体系和法律体系,构建利益整合、利益分配、利益补偿机制。

China is in the period of transition from city management to city governance.From the perspective of interest-analyzing,this article elaborates the concepts of＂city management＂and＂citizen participation＂,and also analyses the path and the function of citizen participation in the city governance,describes the status in the city management,and in the end puts proposals of citizen participation in the city governance.
