摘要
从外来流动人口到新居民,称呼的改变并不意味着外来打工人口的身份发生彻底改变。我国传统户籍制度的存在,以及教育资源的本地性、有限性和不断上升的受教育需求的之间的矛盾阻滞了教育公平的进程;教育考核导向与教育目标不符,又影响了城市对新居民子女入学的接纳。通过对新居民子女的教育管理现状进行调研分析,认为应本着公平正义原则,立足长远,建立平等的社会基本保障体系,改变教育财政支付方式,实现学籍划拨;改革教育考核制度,加强职业技术教育;充分发挥积分制、网格化社会管理制度的积极作用,统筹资源,在当前的户籍制度下建立正当的教育衔接制度,尽最大容量接纳新居民子女就学,提升国民教育素质。同时加快经济转型,以企业需求引导新居民文化素质的提升。
From the floating population to new residents,the transformation of the name does not mean that the identity of floating working population completely changes. The household registration system in China,and the contradiction between the limited local education resources and the rising educational demands block the progress of education fairness. In addition,the differences between education evaluation guidance and education goals impact the admission of new residents' children to schools. Through the research and analysis of the present situation of the administration of the new residents' children education,based on the principle of fairness and justice in a long run,this paper proposes that we should establish an equal social security system,change the payment pattern of the educational finance,transfer the school roll,reform the education appraisal system,strengthen the vocational and technical education,make full use of the credits system and grid system of social management,integrate resources,make great efforts to establish an appropriate linkage system in the current household registration system,realize maximum admission of new residents' children to schools to promote the national educational quality. At the same time,we should accelerate the economic transformation,promote the new residents' cultural quality based on enterprises' demands.
