摘要
党的十八大对改善民生与创新管理的关系进行了科学分析,对社会建设与行政体制改革的关系进行了深刻阐述,其中一个核心亮点和着力点就是政府职能转变,政社分开,建设服务型政府,维护和实现社会的公平正义。工会作为现代社会组织体系中的核心组织,具有组织基础雄厚、组织系统完备、组织骨干成熟、组织协调有力的天然优势,这使得工会参与公共管理更具自觉性、合理性和持久性。维权服务是工会参与社会管理的切入点。工会在维护职工合法权益中构建和谐劳动关系,在构建和谐劳动关系中维护职工的合法权益,这是工会参与公共管理的基本途径和核心手段。
The Eighteenth National Congress of the Party has given a scientific analyze on the relationship between improving people' s life and innovations in management, and a thorough elaboration on the relationship between social construction and administrative restructuring. One core idea is to change the government functions, to separate the government and agency, building a service-government, and maintain social fairness and justice. As a core organization in modern organism system, Trade Union has strong standing, complete organizing system, mature backbone, and functional coordination, which make Trade Union more voluntary, justified and constant in participating public managements. Rights- defending service is a breakthrough point for the trade union to participate social managements. Trade Union keeps harmonious labor relations in defending legitimate rights and interests of the employees, and defends legitimate rights and interests of the employees in keeping harmonious labor relations. Those are the main method and core means for Trade Union in participating public managements.
