美国进步时代的腐败治理及其对中国的启示

American Governance of Corruption Incidence in Its Progress Era and Its Enlightenment on China

政党分肥制、社会对腐败的高容忍度、金钱腐蚀政治、政府职能扩张,构成了美国进步时代前夜腐败高发的主要原因。进步人士为有效治理腐败,开出了两剂药方:一是限制掠夺之手,把权力关进制度的牢笼;二是重新唤醒公民责任感,以公民权利遏制公共权力的滥用。美国进步时代的腐败治理,给当下中国最有力的启示在于:腐败是可以得到有效治理的,但必须深刻认识当前中国反腐工作的特殊性与艰巨性,尤其需要凝练广泛的社会共识,依赖广泛的公众参与,在不触动政治体制根基的前提下,推进技术层面的政府改革。

The paper firstly analyzes the factors that result into the high incidence of corruption on the eve of Ameri-can ‘progress era'. According to the analysis, the spoiled system, people 's high tolerance for corruption, money politics and the expansion of government could account for this phenomenon. Furthermore, the author describes two effective anti-corruption solutions, one is to regulate power with new system, the other is to curb the abuse of public power by re-awakening civic responsibility. In some extent, American 's anti-corruption experienceshave a positive effect on China, since our country at present is suffering from the severely corruption problem.From American's successful experience, it is known that anti-corruption is a long and hard way to go and calls for a wide range of public participation as well as government reform.
