我军特色军事法治文化是制度形态和观念形态的有机统一,是先进军事文化的重要内容,是社会主义法治文化的有机组成部分。观念形态的我军特色军事法治文化是强军之基的思想基础,制度形态的我军特色军事法治文化是强军之基的规范基础。因而必须培养法治理念,夯实强军之基的思想基础;完善军事立法,夯实强军之基的规范基础;切实改进作风,夯实强军之基的行为基础。

The military legal culture of PLA characteristics is the organic unity of the systematic modality and ideology, the important content of advanced military culture and the integral part of socialist legal culture. The military legal culture of PLA characteristics of ideology is the ideological basis of strengthening army and the military legal culture of PLA characteristics of systematic modality is the normative foundation of strengthening the military. We should cultivate the concept of ruling by law to lay an ideological foundation for the base of strengthening the military, improve the military legislation to solid the normative basis for the base of strengthening the military, and effectively improve their style of work to consolidate the basis of behavior for the base of strengthening the military.
