摘要
中国经济社会发展失衡问题逐渐变得突出,其直接原因是公共服务供给不足,但症结在于政府的责任失衡。制度环境形塑政府偏好,构建特定的激励结构,并一定程度上约束政府的行为选择,对其责任履行产生直接的作用。论文根据在中部某省四个县级政府的调研情况,分析了行政权力的运行规则、财税制度、干部管理制度、绩效考核制度、行政文化、意识形态等制度环境对县级政府责任的影响。县级政府在"绩效——晋升"的激励机制之下,其责任偏离了应然逻辑。改变政府责任失衡的途径在于科学的绩效管理、制度化的公众参与、严谨的责任追究、严格的依法行政。
Economic and social development imbalance problem in China stands out increasingly.The direct reason is the lack of public service supply,but its crux lies in the government's responsibility imbalance.The institutional environment shapes the government preference,restrains its behavior to some extent,and directly effects on its duty.According to actual investigation of four county governments in the central province,the author analyses the influence of institutional environment on the responsibility of the county government,such as operating rules of administrative power,taxation system,the cadre management system,performance appraisal system,administrative culture and ideology.Under the incentive mechanism of"performance—promotion",the responsibility of county governments deviates from its due logic.The approach of changing governmental responsibility imbalance lies in scientific performance management,institutional public participation,rigorous responsibility investigation and strict administration by law.
