二战后澳大利亚工党的组织变革及其现实启示

摘要 针对党组织存在的党员结构失衡、中央权威不足、党内民主不充分等问题,二战后的澳大利亚工党从改善党员结构、调整党内权力分配结构、扩大基层党员直接参与党内事务的范围、加强党内各层级的交流沟通和良性互动入手,对党组织展开了一系列变革。澳大利亚工党组织变革的经验教训对现代政党的组织建设具有重要的启示意义。维护中央权威是政党组织建设的根本前提;发展党内民主是政党组织建设的基本要求;优化党员队伍结构是政党组织建设的重要任务;推行网络党建是政党组织建设的创新举措。 Aiming at the problems such as party member′s imbalance,central authority′s deficiency,inner-party democracy′s insufficient existing in the party organization,the Australian Labor Party launches a series of reform,including improving party members′structure,adjusting inner-party power′s distribution structure,expending the scope of the party affairs that grassroots party members can participate in directly,strengthening the communication and interaction between levels after World War II.The experiences and lessons of the Australian Labor Party′s organization reform have very important enlightening significance for the organization construction of the world parties:vindicating the central authority is the fundamental premise of the party′s organization construction;developing the inner-party democracy is the basic requirement of the party′s organization construction;optimizing party members′structure is the important task of the party′s organization construction and promoting the network party building is the innovation measure of the party′s organization construction.
