民国时期的文化娱乐业管控——以山东济南为例

Management and Control of the Culture Recreation Business in the Period of the Republic of China——Setting Jinan of Shandong Province as an Example

在社会变革、经济发展的影响下,民国时期的文化娱乐业出现了前所未有的繁荣景象。如民国时期的山东济南,名家辈出,精英荟萃,娱乐场所众多,娱乐活动丰富多样,但同时也存在着从业人员良莠不齐、演出秩序混乱的情况。对此,国民党山东省政府强化了监督管理,如严格审查从业机构的注册、备案以及剧目、唱词等,加强娱乐活动秩序的维护和卫生检查,加强其赋税征收等工作。经多年实践,这种管控逐步完善,并对中国文化娱乐业的健康、有序发展起到了重要作用。

Under the impact of social transformation and economic development,the CRB（culture recreation business）had achieved unprecedented development in the period of the Republic of China.During that time,there were abundant recreational activities in Jinan of Shandong Province.The National Government of Shandong Province changed the cross-management of multi-divisional into unified management of specialized agencies.For better controlling of the culture recreation business,the government strengthened supervision through modes of review the repertoire libretto content,registration,order maintenance and sanitation management,strengthening tax collection.This kind of control experienced the process from being simple to being formal.It had played an important role in the healthy and orderly development of Chinese CRB.
