基于DEA模型的自然科学基金投入产出效率分析——以浙江省自然科学基金为例

Financial input-output efficiency analysis of Natural Science Foundation based on DEA model:A case study on Zhejiang Provincial Natural Science Foundation

为了提高地方科学基金的管理水平与使用效率,通过科学的方法对地方自然科学基金的投入产出进行绩效评估具有重要的现实意义.利用数据包络分析法（Data Envelopment Analysis,DEA）对2007~2009年立项的浙江省自然科学基金各类项目的经费投入产出效率进行了分析,结果表明,加大科学基金的投入力度有助于提高产出效率;提出应综合考虑各学科的固有特点来合理设计基金资助的配比,以提高自然科学基金的投入产生效率.

In order to enhance the management and service quality of local Natural Science Foundation,using proper assessment methodology to evaluate the financial input-output efficiency is vital.We analyzed the input-output efficiency of the funds utilized in various projects from 2007 to 2009under the auspices of Zhejiang Provincial Natural Science Foundation by Data Envelopment Analysis（DEA）method.The analysis results show that the increased investment in scientific funds can possibly enhance the financial input-output efficiency.However,for the reasonable ratio of investment in difference disciplines,the investment policy of scientific funds should be revised according to the inherent characteristics of the projects designed,which can obviously lead to efficient utilization of the funds.
