引导民间资本投资养老机构的思路探讨——以江苏省为例

Exploring the Ideas of Private Capital Investment in Elderly-care Institution:Case Study of Jiangsu

伴随着经济的迅速腾飞,我国的养老事业也得到了长足的发展。但由于长期以来养老资金主要依靠财政拨款,已远远不能满足日益增长的养老需求。引导充裕的民间资本进入养老事业,是完善养老体系、增强养老自身造血功能、满足养老需求的有效途径。通过对江苏省养老需求、民间资本状况,以及国际典型养老市场的分析,提出了引导民间资本投资养老机构是快速提高养老事业可持续发展的必由之路,并就如何引导民间资本进入机构养老领域提出了细分养老机构层次、完善养老市场投资环境、合理规划养老布局、研究相关配套理论和技术等对策。

Along with the rapid development of economiy,old-age care is also developed increasingly. However,pension funds cannot meet the growing demand of elderly-care,which has been mainly funded by government for a long time. The introduc-tion of private capital into old-age care is an effective way to improve the elderly-care system,strengthen the hematopoietic function itself and meet the need of the ways to meet the demand of elderly-care. Based on the reference of the typical inter-national elderly-care market,and the analysis of the elderly-care demand and private capital quantity in Jiangsu province,it is indicated that the private capital should be encouraged to invest in old-age care, which is the only way to improve the sustain-able development of old-age care rapidly. The strategy to guide the private capital into the old-age care is also proposed,which include dividing elderly-car institution level, improving the investment environment of old-age market,planning the layout of old-age care reasonably,exploring the related theory,technology and countermeasure,etc.
