This article summarizes the current situation of managing the water-plants of the Rual WaterSupply and Sanitation Project in Guangxi credited by the World Bank. It points out the issues in thefunction management of the water-plants, such as lack of efficiency, high cost, frequent personnelchanges, poor ability of repaying loan, etc. The causes of the poor ability are analyzed: heavy burden,design scale overly leading, bad regional economic base, without effective management mechanism, etc.It also probes into the strategy of management.
