高校科技成果转化率是体现国家科学技术创新水平和自主创新能力的重要指标之一,目前我国高校科技成果转化率低下、成果流失严重,凸显了相关知识产权保护制度欠缺等问题。构建科学、规范的知识产权保护制度,以促进形成高校产学研一体化发展的良性循环机制,是当下提高高校科技成果转化率亟待解决的问题。

As an important indicator of the science and technology level and the innovative capabilities of a country, the low rate of scientific and technological achievements conversion and heavy loss of intellectual property in colleges and universities show a lack of intellectual property protection system. From a research perspective of effective connection be tween science and law, this essay tries to build a normative rule of intellectual property, and promote a positive operation mechanism of enterprises-universities-researches integration, which is an urgent problem to be resolved.
