做好我国新形势下农民工权益保障工作的思考

党的十八届三中全会以来,在统筹城乡协调发展中更好地维护农民工权益,已经上升为推进我国新型城镇化的基本战略,成为全面深化改革和释放改革红利的重要内容。虽然各级党委政府作出了一系列的政策宣示,包括打破城乡二元结构和改革户籍制度等,但是在现实生活中农民工权益保障情况仍然不乐观,主要症结在于微观劳动经济环境治理中的迟滞效应,需要各级政府和工会加强依法协调劳动关系的力度,加强劳动行政管理和劳动保障监察执法力度,推动保障和实现体面劳动,落实企业社会责任,营造宏观调控和微观治理相结合的社会治理环境。

Since the Third Plenary Session of the eighteen party, safeguard the coordinated development of urban and rural peasants＇ equity has risen to the new urbanization of China＇s basic strategy, releasing dividend of a comprehensive reform. Although the government at all levels has made a series of policy statements, including breaking the urban-rural dual structure and reforming the household registration system, etc., but in real life, rural migrant workers＇ situation is still not optimistic. The government and trade unions at all levels need to strengthen coordination of labor relations law and strengthen labor administration and labor security supervision and law enforcement to promote the protection and realization of decent work.
