国家治理体系现代化视域下构建生态治理长效机制探析

An Analysis of Building Long-term Effective Mechanism of Ecological Management in the Perspective of Modernizing State Governance

国家治理体系现代化为生态治理长效机制的构建指明了方向,生态治理长效机制为国家治理体系现代化提供了重要抓手,两者耦合于社会治理范式的现代转型。生态治理长效机制是由绿色法治机制、创新驱动机制、文化培育机制、公众参与机制、吸收借鉴机制组成的"五维一体"复合结构。其中,绿色法治是生态治理取得长效的保障、创新驱动是取得长效的核心、文化培育是取得长效的重点、公众参与是取得长效的依托、吸收借鉴是取得长效的条件。当前,积极构建生态治理的长效机制具有重大而深远的意义。

Modernizing state governance system provides a direction for constructing the long-term mechanism of ecological management,an important gripper of the modernization of state governance. Both are coupling in the modern transformation of social governance paradigm. The mechanism is complicated including green mechanism of the rule of law,innovation- driven mechanism,cultural cultivation mechanism,public participation mechanism,and the recruiting mechanism,which play important roles of guarantee,core,focus,backing and requirements in long-term ecological management. At present,actively building the mechanism is of important and far-reaching significance.
