民生政治VS福利政治:中西方的比较及启示

Democratic Politics VS Welfare Politics:Comparison between China and the West and the Enlightenment

笔者基于闭合逻辑链的基本构建要件,从产生背景、思想渊源、核心命题以及实现路径等四个方面,对中国民生政治与西方福利政治进行了比较,并得出了三点启示:民生政治与福利政治都是执政者获取合法性资源的一种有效手段;解决好民生政治或福利政治问题能够缓解民主政治的压力;中国既要学习西方福利政治的经验,又要根据本国经济发展水平和国情国力的实际,循序渐进地解决和改善民生,避免重蹈西方资本主义国家"全民福利陷阱"的覆辙。

Based on the fundamental elements of closed logical chain,the author makes the comparison between China＇s democratic politics and the western welfare politics from the aspects of the background,the origin of thought,the core proposition and the way to achieve,followed by three points of enlightenment：democratic politics and welfare politics both serve as an effective method of gaining legal resources;solving the political issues of civilian livelihood or welfare will alleviate the pressure of democratic politics;China should not only learn from the west＇s experience,but also solve and improve the civilian livelihood in an orderly way according to its own economic development and national situation and power,avoiding falling into the same＂trap of general welfare＂as western countries ever fell into.
