人文社会科学的特点决定了人文社会科学学术期刊的质量评价具有多元性与复杂性,近年在国内开展的法学期刊质量评价的实例证明了这一观点。原新闻出版总署颁布的《报纸期刊出版质量综合评估办法(试行)》和《全国报纸期刊出版质量综合评估指标体系(试行)》考虑到了学术期刊质量评价的一些特点,比以往的评价设计有很大进步,但在评价目的、主体、客体、方法、标准及指标、制度等方面还存在不少问题,迫切需要根据文科学术期刊质量评价的特点进行修改和完善。

It is a hot issue in recent years in the periodical field,scientific research management circles which characteristics are in the evaluation of the quality of the academic journals of Humanities and Social Sciences.Humanities and Social Sciences have the characteristics such as diversity and complexity that determined humanities and social sciences journals evaluation should be quality evaluation.43 In the face of diversity,complexity,in the specific evaluation,we should first clear the purpose of evaluation,according to the objective,select evaluation experts,classify evaluation object,put up evaluation standard and index,take the appropriate evaluation methods,and formulate the corresponding evaluation institution.The Evaluation Methods on Comprehensive Quality of Newspapers and Periodicals(Trial) and Evaluation Indicator System on Comprehensive Quality of Newspapers and Periodicals(Trial)which were issued by the General Administration of Press and Publication have considered the characteristics of the quality evaluation of academic journals,have made great progress comparing with the previous evaluation design,but many problems still exist in the evaluation purpose,subject,object,method,standard and index,and other aspects of the system,have not yet fully absorbed the academic consensus results,which need follow the diversity and complexity of quality evaluation of academic journals of Humanities and Social Science,to amend and improve,and to lay a foundation for evaluating the quality of academic journals.
