摘要
在当代公共事务渐趋复杂多样的演进态势下,传统公共行政特有的"主体—客体"管制模式日渐式微,现代公共事务治理的"主体—主体"模式开始凸显,并直接塑造了公共事务治理多元化的基本格局。时下,公共事务的多元治理坚持以问题导向和结果导向的统一为出发点,寻求在公共目标的指引下,通过一系列动态活动过程实现公共利益。然而,多元治理过程中碎片化、多样化的利益诉求同公共利益塑造之间不可回避的悖论性使得可治理性问题更加凸显,一度影响了治理效能的发挥。因此,不同治理主体之间的协商机制的建设成为解决公共事务可治理性问题的关键。系统分析公共事务多元治理过程中的协商机制,必须在善治目标指引下,着眼于中国特色协商民主发展的现实与前景来寻求问题之良方。
In modern society,the social public affairs have presented the situation of much more complexy and heavity. In this case,traditional control mode began to lose its effectiveness. It's a necessary reality for the single governance subject of public affairs to transform into multiple state.The multiple governance of public affairs is making problem and result oriented as the starting point,then find a solution to the public purpose,and in the final stage to realize the public interests during a series of dynamic actions. The unavoidable paradox between diversified subjects and the formation of public interests in the process of multiple governance makes the governability problem more prominent,even affects the good governance effect. Therefore,by a systematic analysis of the deliberative mechanism in the process of multiple governance,and based on the reality of the deliberative democracy in China,which will promote the good governance effect and achieve a direct practical significance.
