对黑龙江省边境口岸发展的思考与建议

Thoughts and Suggestions on the Development of Border Crossings in Heilongjiang Province

为了推进中俄边境口岸建设和口岸经济发展、提升中俄务实合作水平,中央和地方各级政府应该强化顶层设计、统筹安排。从中央政府来说,主要是做好协调与政策倾斜两个工作。地方政府要重点抓好深化体制改革、加大扶持力度、选准合作重点、重视沿边城市建设和加强人才培养几方面的工作。

Central and local governments should enhance top-level design and overall arrangement to promote the construction and economic development of the border crossings on Sino-Russian borders and improve the practical cooperation between the two countries. Specifically, the central government should do a good job in coordination and policy inclination. In the meantime, local governments should focus on deepening the institutional reform, providing more support, choosing cooperation priorities properly, paying attention to the development of border cities and strengthening personnel training.
