Policy System for Supporting Upgrading of GVCs in Developing Countries: the Perspective of Evolutionary Economics

全球价值链(GVCs)模式下,发展中国家面临着升级的困境。如何融入GVCs并在其中升级是发展中国家政策制定者面临的重大挑战。新古典经济学将知识简化为信息,从市场失灵的视角开出的政策处方是贸易自由化及便利化;然而这种政策难以实现发展中国家的经济升级,因为升级的关键是企业主体的动态能力及知识根基资本的建立。因而,演化经济学的系统失灵视角所对应的政策体系是围绕升级而制定和设计的,本文阐述了发展中国家如何设计支持GVCs升级的政策体系。
