摘要
异地高考政策总体上呈现出四种模式。从合理性理论视角出发,对政策的目的、依据、程序、结果进行审视是检验和回应公众质疑的有效途径。本文基于合理性评判准则发现,当前的政策目的失轻于正义价值取向、政策依据解释乏力、政策程序从属于封闭的经验型过程、政策结果过度关注短期效应。据此提出,未来异地高考治理路径在于:坚持公民资格权利取向,以学籍为主控制准入,建构多方利益表达机制及共筑多重政策保障体系。
There are four general modes of College Matriculation Policy for Migrant children. From the perspective of Rationality Theory, we can response to the public question by examining the rationality of the aims, grounds, process and results of the policy.Based on rationality evaluation criterion, the study reveals some prominentissues. In terms of the purpose, local governments mainly pursue interests rather than justice; policy implementation lack reasonable grounds; policy process declines institutionalized "criticism"; and general rights areviolated. Future goal of reform is to hold the citizenship rights orientation; to restrict the enrollment through student files; to construct communication platform for different parts of interest; and to establish multiple policy support system.
