云南水电开发库区移民产业发展与扶持就业机制研究

Immigrant-based industrial development in the hydropower development area of Yunnan and its employment promotion mechanism

三江流域水电开发区域主要集中在云南省经济欠发达地区,这些区域生产力水平低下,产业结构低级化,移民自我发展能力弱化。文中依据移民收入SD模型,故障树定性分析法与移民收入的生产风险,就业扶持与移民增收的相关关系,分析产业结构对移民就业的影响机理和产业发展与就业促进的相互关系,研究产业结构升级、移民素质提高、就业培训、创新能力与收入等方面的传导机制和关系,分析移民人力资源开发对移民就业的影响机理,提出水电开发移民人力资源开发方案,从移民安置、社会保障和人力资源开发、安置区产业结构升级等方面提出移民就业调节长效机制。

The hydropower development area of the Three-Rivers Basin is located mainly in the un-derdeveloped region of Yunnan province whose features find expression in low productivity,irrational industrial structures and the immigrants＇poor self-development.Based on the theory of SD model of the reservoir resettlement revenue and the fault tree analysis,this paper analyzes the production risks of resettlement,and the correlation between employment promotion and income increase of the immi-grants.It aims at the following：i）the influence of industrial structures on the immigrants＇employ-ment and the interaction between industrial development and employment promotion;ii）the trans-mission mechanism of upgrading the industrial structures,the improvement of the quality of the im-migrants,employment training,improvement of their innovation capability and resettlement revenue;iii）the influence of human resource development on the employment of the immigrants;iv）a HRD plan for hydropower development immigration,and a long-term regulatory mechanism for the immi-grants＇employment,including the reservoir-region resettlement,social security,human resource de-velopment,upgrading of the industrial structure,etc..
