西藏高校干部援藏工作存在的问题与改进机制探讨

摘要 西藏高校干部支援工作及其体系很大程度上是对口援藏政策的影响和形塑,没有凸显高校干部援藏相对于对口支援西藏政策的特殊性。西藏高校干部支援存在地方政治经济发展逻辑、高校自身发展逻辑以及援助技术逻辑之间的内在冲突,其结果体现在西藏高校干部支援工作的行政化、政治符号象征大于实际绩效、外部依赖甚于内部制度绩效、干部低效能感和缺乏双赢机制,等等。未来西藏高校干部支援工作,需要凸出遵守大学自身发展规律,以建设现代大学为中心,以提升大学自身制度吸引力为前提,解决援藏干部归属感、奖惩机制和服务地方经济社会发展等问题。 Based on the historical analysis of cadres aiding in Tibetan universities,this paper discusses problems and improved mechanisms in the process of cadres aiding. The paper insists,to a large extent,the process and system of cadres aiding in Tibetan universities is only an important aspect of Tibet Counterpart Supporting,and does not present its specialties contrasted with other policies of Tibet Counterpart Supporting. This paper,by presenting inner paradoxes of cadres aiding in Tibetan universities,such as the logic of local political economic development,the logic of higher educational development,and the logic of aiding technologies,shows several problems including the administrativization of cadres aiding,political symbolization exceeding practical performance,external dependence surpassing inner institutional performance,lower personal competence and lack of win-win mechanism. In the future,cadres aiding in Tibetan universities should pay more attention to the logic of higher educational development such as focus on how to develop modern university,solves the problems like the sense of belonging of aiding cadres,reward and punishment mechanisms and how to serve local economical social development based on the improvement of universities' institutional charming.
