摘要
4G时代下的微博是一种重要的信息来源和信息传播途径,正逐渐成为互联网时代下重要的公安情报来源。与其他网络情报源不同,微博的情报价值在获取方式与内容上都有着巨大优势,但在其优势的背后也存在无法忽视的劣势因素。这就使如何充分利用微博的情报价值优势与机会,规避它的劣势与威胁,成为了当前公安情报工作亟需思考的问题。针对此问题,借助基于坐标法的SWOT定量测度模型对微博的情报价值优势、劣势、机会与威胁进行定性和定量分析,精确判断得到微博的情报价值实质内容,并据此提出了公安机关利用微博收集公安情报的工作思路及重点。
In the age of 4G, micro-blog has been an important source and dissemination of information,due to the rapidness of gaining the large and comprehensive information about social events, which has gotten more and more attention by intelligence officers and become the momentous source of intelligence in the Internet era step by step. Being different from other network source of intelligence, the intelligence value of micro-blog has greater advantages in the way and content of getting information, but it also has some disadvantages which can ‘t be ignored. How to make the best of the advantages and opportunities of the intelligence value of microblog and avoid weaknesses and threats to it has becoming an urgent consideration by the intelligence officers in the public security at present. To solve this problem, this paper draws support from a SWOT quantitative measurement model based on coordination measurement to analyze the advantages, disadvantages, opportunities and threats of the intelligence value of micro-blog qualitatively and quantitatively, so that we can judge the essential content about the intelligence value of micro-blog. Finally, the public security organs and intelligence officers can propose the thought and key point of using micro-blog to collect intelligence on the basis of this study.
