南北朝中后期业已开始的南北文化交流 ,在隋代统一后 ,由于文帝杨坚有违文化自身发展规律的思想和行为而延缓了其应有的历史进程。而受同一文化熏习、在同样的文化背景下 ,炀帝杨广的文化政策与文化行为却顺乎南北文化交融的历史潮流 ,在文化领域的各个方面为南北文化的交流。

The integration of the southern and northern cultures began in the middle and late periods of the Southern and Northern Dynasties. After the Sui Dynasty united China, Wendi, Emperor Yang Jian's thoughts and actions, which were against the natural development rules of culture, delayed the integrating process of cultures. However, the cultural policies and behaviors of Yangdi, Emperor Yang Guang, who was brought up in the same cultural settings, were in keeping with the historical tendency of the cultural integration.
