党的十八届三中全会《关于全面深化改革若干重大问题的决定》指出,混合所有制经济是我国基本经济制度的重要实现形式,有利于国有资本放大功能、保值增值、提高竞争力,有利于各种所有制资本取长补短、相互促进、共同发展,这在理论和政策上为全面深化国企改革提供了依据。从山东实际来看,推动不同所有性质的资本交叉持股、相互融合的混合所有制经济发展,制约因素众多,任务非常艰巨,需要在思想观念、制度设计等方面加强引导和推动。

The Decision made in Third Plenary Session of the 18th Central Committee of the Chinese Communist Party points outthat diveified-ownership economy is an important form to institute the basic economic system in our country, and it is beneficialto government capital enlargement, inflation-proofing and appreciation, to the mutual promotion and collaborative developmentunder all types of ownership. It can also provide the theoretical foundation and policy basis for the deepening state-owned enterprisereform in an all-round way. According to the actual fact of Shandong, promoting the capital interlocking shareholding of all typesof ownership and forming a diversified-ownership economy is still a hard task, and has restraining factors, requiring guiding andpromoting in concept and system design.
