安徽大别山区贫困县扶贫移民补偿测算及政策建议

Suggestions for Poverty Alleviation Immigration and Policy in Dabieshan Mountains of Anhui Province

在生态资源价值补偿必要性和机理分析的基础上,借助遥感影像等数据,从生态服务功能价值、机会发展损失和碳排放的角度,估算安徽省大别山片区扶贫县补偿标准,结果显示:岳西、金寨和太湖的生态服务价值和碳排放价值均很大,而阜南、临泉、颍上、利辛、寿县和霍邱等县的发展权损失较大,以上各县应该获得相应的生态补偿。根据扶贫移民对区域发展的影响,提出生态补偿和扶贫移民的政策建议。

Based on the necessity analysis of the ecology resources value compensation and mechanism,and with the aid of remote sensing image and others data,we estimate the compensation standard from the aspect of ecological service value,the industrial development opportunities cost and value of carbon emissions based on price of fixation carbon dioxide in Dabieshan Mountains area.Results show that： ecological service value shows a relatively higher level in Yuexi County,Jinzhai County and Taihu County,and the value of carbon emissions indicates the same changing trend. But the Industrial development opportunities cost shows a relatively higher level in Funa County,Linquan County,Yingshang County,Lixin County,Shouxian County and Huoqiu County,and these counties should get more ecological compensation. According to the poverty alleviation immigration influence on regional development,ecological compensation and poverty alleviation immigration policy suggestions are put forward.
