The Institutional Causes for the International Community's Failure to Address Climate Change from the Perspective of Global Public Goods

气候环境对于人类社会而言属于公共物品的范畴,目前《京都议定书》的实施失败从根本上说是因为利益分化而形成的集体行动问题,且此行动问题直接造成了全球公共物品的供给不足。由于国际社会在应对气候变化方面存在着多重障碍,造成了在应对气候变化问题上,各国陷入了不合作博弈的行为模式。这种策略选择直接导致了国际应对气候变化的制度失灵。

The climate environment falls under the category of public goods. The failure of The Kyoto Protocol can be attributed to the collective action caused by the differentiation of interests, which results in the supply shortage of the global public goods. Many countries fall into a non-cooperative behavior pattern in addressing climate change since there exist multi-layer barriers in this regard. This leads to the malfunctioning of the international mechanism to address the issue of climate change.
