摘要
本文以云南省红河州3000户农户数据为样本,构建了同时包含个体异质性和村庄异质性的两层次异质性模型,在此框架下结合半参数方法以评估农村劳动力转移培训效应。得出以下结论:(1)边际干预效应(MTE)是不可观测的异质性变量的递减函数;(2)农户参加劳动力培训的平均干预效应为16.43%,参加培训者的平均干预效应为19.29%,未参加培训者的平均干预效应为12.88%。这一结果表明,参加培训的农户能从培训项目中获得的收益最大,且国家农村劳动力转移培训项目在红河州实施是有效性的。
This paper evaluates the effects of the Rural Labor Transferring Training in the case of Honghe Prefecture of Yunnan province by using Yunnan's Rural Household Survey data.Semi-parameter method has been adopted which based on multi-level model of heterogeneity of households and villages.The results show that:(1) The Marginal Treatment Effect(MTE) is a decreasing function of the unobservable heterogeneity variable.(2) The Average Treatment Effect is 16.43%,the Average Treat Effect on the treated is 19.29%and the Average Treatment Effect on the Untreated is 12.88%,which illustrates that who participated in training gain the most.The results also indicate that the Rural Labor Transferring Training is effective and the mechanism of choosing training objects is reasonable.
