Comparison and Evaluation on Business Trip Policy of Guangdong province,Hong Kong and Macao

粤、港、澳是我国经济发达地区,同时也是我国因公出访较为频繁的地区,但是广东省相对于香港、澳门在因公出访的管理和评估方面还有很大的差距。文章从因公出访政策评估的三个核心问题:评估主体、指标体系与结果运用进行比较分析,总结香港、澳门在因公出访管理和评估过程中的成功经验,在《珠三角纲要》《粤港合作框架协议》的框架下,探索因公出访方面的合作,建立粤港澳信息交流和共享机制,为广东省完善因公出访政策提出有针对性的对策建议。

Guangdong province, Hong Kong and Macao are the economically developed areas in china, but also frequently area on business trip. There is still a big gap in the management and evaluation of business trip between Guangdong province with Macao and HongKong. There are three core issues of the business trip policy evaluation ： evaluation body, index system and using of the results to comparatively analysis. To summarized the successful experience of Hongkong and Macao on the management and assessment in the business Trip. under the frame- work of ＂ Pearl River Delta outline＂ and ＂ cooperation framework agreement between Guangdong province and HongKong ＂, explore the cooperation on business trip, establish information exchange and sharing mechanism of Guangdong province, Hong Kong and Macao, and presents some proposals for Guangdong Province on business trip
