扶持非营利性民办高校的公共财政风险规避研究

The Research about Risk Aversion of Public Finance Supporting Nonprofit Private Colleges

《规划纲要》提出大力支持民办教育意化以后,各地政府对民办教育给予了公共财政扶持。但因缺失了与之相对应的公共财政安全保障与监管体系,使财政扶持面临各种问题。因此必须从公共组织利益出发,构建政府、学校、社会相互监督、交叉立体式监管体系。同时注意在构建过程中要遵循三个原则,即保证民办大学自主办学的原则,坚持学校为主,合作监督原则,遵循合法合规的原则。

Since the ＂Planning Outline＂ puts forward the Private-invested Education should be given a great support, the local governments offer public financial support to the private education, But, the fiscal support faces various problems because of lacking corresponding security and regulatory system of public finance, so the cross vertical supervision system must be built between the government, the school, and the society to protect the interests of the public organizations. Meanwhile, three princi- ples should be observed in the process： first, the private college run its school independently; second, the college is the Main Body and the principle of cooperation supervision should be observed; third, Follow the laws and regulations.
