摘要
与发达经济体相比较,我国雇佣关系呈短期化趋势。过于短期化的雇佣关系,抑制了企业人力资本投资的积极性,制约了劳动生产率的提高。企业核心人力资源的匮乏造成价值链的低端锁定状态。在促进产业升级的任务指引下,在劳动雇佣关系上应通过制度构建,促进雇佣关系长期化,提高企业和劳动者的人力资本投资积极性,进而实现劳动收入和生产率的同步提高,拉动消费扩容,实现产业升级。
Compared with developed economies,China's employment relationship shows a short-term trend. A short-term employment relationship suppresses the enthusiasm of enterprises for investment in human capital and restricts the increase in labor productivity. Lack of core human resources in enterprises leads to low-end locked state. Under the guidance of the task to promote industrial upgrading,system of labor-employing relationship should be established,a long-term employment relationship be promoted so as to improve both businesses and workers' incentives to invest in human capital,thus achieving synchronization to increase labor income and productivity,stimulating consumption expansion and achieving industrial upgrading.
