推进郑州航空港经济综合实验区建设若干问题研究

Advancing Issues on the Construction of Zhengzhou Airport Economic Comprehensive Experimental Zone

国际上典型的航空港主要有复合型工业区、航空物流基地、商务物流区、总部基地、高新技术产业园、多功能航空城、旅游购物区等7大典型模式。多式联运的综合交通枢纽、临空指向型的支柱产业、软硬兼备的配套设施、快捷便利的通关条件以及完备科学的政策支持体系是国内外主流航空港成功发展的关键要素。对比分析国际上主流航空港的发展经验,当前郑州航空港经济综合实验区存在着机场发展水平较低,保障能力明显滞后;管理体制不顺畅,项目落地效率偏低;产业支撑较弱,核心驱动力不强;高层次人才缺失,空港经济发展受限;海关监管区功能分散,便利的通关条件尚未形成;要素支撑能力不足,先行先试意识不强等问题。因此,借鉴国内外成功经验,着力打造高素质港区管理服务团队,构建临空指向型产业体系,建设省级人才特区等,是加快郑州航空港经济综合实验区建设的重要举措。

Internationally there are several typical development model of airport economy like compound industrial areas, aviation logistics base, business logistics area, headquarters base, high-tech industrial park, multi-function airport city, tourist shopping center and so on. The key ei^ements of a successful airport are integrated multimodal transportation hub, aviation pillar industries, hardware and software facilities, convenient customs clearance and perfect policy support system. Through comparative analysis on the development experience of mainly current international airports, we can find out that Zhengzhou Airport Economic Zone presents several problems like low economic development, lag support capacity, hindered management system, low efficiency of projects implementation, weak industry support and deficient core driving force. Also, the development of Zhengzhou airport is limited by the lack of high-level personnel. The function of customs surveillance zone is too disperse and convenient customs clearance condition has not been formed. The support force of economic factors and the consciousness of innovation is not strong. Therefore, learning from the successful experience of domestic and international efforts, creating high-quality management team, building aviation industrial system and constructing provincial talent zone are important measures to speed up the construction of Zhengzhou Airport Economic Zone.
