党的十八届四中全会明确提出"坚持依法治国首先要坚持依宪治国,坚持依法执政首先要坚持依宪执政",凸显了依宪执政在依法执政中的核心地位。宪法视阈下,作为依法执政主体的领导干部面临着诸多挑战,其中有宪法自身属性和实施的因素,也有领导干部本人对宪法的认同和信仰的原因。宪法视阈下领导干部坚持依法执政,必须不断提升宪法素养;把权力关进制度的笼子里;善用宪法思维解决现实矛盾;将公民权利放在突出位置。

From the perspective of the constitution, as the ruling body of the leader cadre is facing many challenges, including factors of its properties and implementation of the constitution, but also the causes of the leading cadres themselves on constitution identity and belief. The constitution from the perspective of the leading cadres to adhere to the law ruling, must continue to upgrade the power in the system of constitution; put the power into the system of the cage; solve the realistic contradiction using constitutional thought; put the rights of citizens in a prominent position.
