通过梳理工程建设标准强制性条文并解读其概念,分析强制性条文的内涵要义,剖析当前水利工程建设贯彻执行强制性条文方面存在的问题,提出要通过认识强制性条文贯彻落实的重要性,把握强制性条文贯彻落实的全面性,做好强制性条文的宣贯培训以及抓好强制性条文的贯彻执行与监督等。同时,对进一步健全和完善贯彻执行强制性条文的途径、水利工程建设中强制性条文管理的发展方向也进行了探讨。

Main ideas and inherent of compulsive regulations are examined through reviewing of regulations in engineering construction standards and interpretation of relevant provisions. Based on issues with execution of these regulations, it is recommended to raise awareness, take concrete measures and improve education, so as to make effective use of these regulations.
