本世纪以来,全球一体化的加速和科学技术的飞跃推动了德国在公共风险管理方面的进一步发展及其风险管理体系的进一步完善。德国在公共风险管理的实践中显现出一些新的特点,这些特点集中体现在法律、战略和技术三个层面。法律保障、可持续发展方式、过程优化及技术创新是这当中的关键要素。本文将对这些新特点进行分析介绍,并结合我国公共风险管理的实际情况提出可借鉴的依据。未来我国公共风险管理应当沿着法制化、系统化、科技化、精细化及职能化的道路不断深化发展。

In this century,the theory of public risk management has been further developed and the risk management system has been promoted in Germany with the rapid globalization and the development of the science and technology. Some new features have been introduced in this area. These features are revealed in the aspects of legal,strategy and technology. Legal protection,sustainable development,process optimization and technical innovation are the key elements for this issue. This paper will analyze these features. Meanwhile,these new features and their practical experience provide us good reference,which means that the development and the intensification of the public risk management system in China should be introduced more legally,systematically,scientifically,integrated and functionally.
