摘要
运用DEA方法静态分析了江苏省13个城市2011年和2012年的用水效率,然后运用Malmquist指数方法对2002—2012年江苏省13个城市的序列数据进行了分析。研究发现,江苏省整体用水效率不高,在2002—2012年这11年间平均全要素生产率(TFP)为1.057,整体效率提高了5.7%;从分城市用水效率来看,淮安市和镇江市的TFP较低,都小于1。结果表明:技术是制约用水效率的关键,要提高用水效率,必须加大科技投入,加快科技创新。
This paper firstly analyzed the water use efficiency in 13 district cities of Jiangsu Province in 2011 and 2012 by using DEA method static analysis,and then analyzed the sequence data of Jiangsu Province's 13 district cities from 2002 to 2012 by using the Malmquist index dynamic analysis.The paper finds that overall water use efficiency of Jiangsu Province is not high,and the average TFP index has improved 5. 7% from 2002 to 2012. The TFP indexes of Huaian and Zhenjiang are lower than other district cities. The results also show that the technology is the key for restricting the water use efficiency. Therefore it should be appropriate to increase investments in technology,accelerate scientific and technological innovation in order to improve water use efficiency.
